Are human institutions stupid on purpose? — consider China and its zero COVID policy

Today, we go from an epidemiological fact to a question
Is China out of its mind?
Fact
SARS-CoV-2 has done what very contagious respiratory viruses always do.
It has spread all over the place, is endemic, and everyone human eventually will get it.
Outside China, we have experienced more than two years of the self-destructive futility of zero-aimed COVID-19 policies.
Yet now — here comes China (again) . . .
. . . doing its darndest to prove that the People's Republic is utterly incapable of learning these simplest of facts.
What does this stone-headedness say about China's (arguably once glowing) future?
The moral? — Human stupidity is cross-cultural
China's tyrannical zero COVID behavior — currently being indulged even in spite of witnessing two years of similarly atrocious Western policies — demonstrates that determined forms of self-destructive brainlessness probably marks Homo sapiens for extinction.
We will certainly not be the first species to die out because it was shit-for-brains maladapted to life in the Real World.
If anything proves humanity's anti-scientific and anti-factual penchants, it is China's refusal to learn anything from either SARS-CoV-2 or its fellow humans.
How does PRC think that it is going to bar SARS-CoV-2 from its shores, while simultaneously continuing its well-traveled function as the world's most economically powerful manufacturing and globally trading nation?
The blazing contradiction contained in those two facts perfectly measures the Chinese Communist Party's ridiculousness in the COVID-19 matter.
If I were not appalled by this display from the most populated — and, thereby, intelligence-filled — nation on Earth, I would be laughing.
Stupidity, it seems, sings an addictively obliterating, lilting tune.
