Here is the what President Trump's — irrationally conceived and idiotically executed — tariffs wars have (easily foreseeably) now achieved:

China has introduced a broad set of new export restrictions targeting rare earth–related technologies, further tightening its grip on a sector vital to global high-tech and defense industries, according to state media reports on Thursday.

The measures, announced by the Ministry of Commerce, place “controlled measures” on the export of critical technologies such as mining, smelting, magnetic material manufacturing, and recycling of rare earth elements. These new rules explicitly ban foreign cooperation in rare earth ventures without prior government consent, media said, an English-language outlet affiliated with state media.

The ministry stated the updated controls are aimed at “safeguard[ing] national security and interests.” The list of restricted items now includes both core and supporting technologies — ranging from production-line upgrades to data associated with rare earth processing.

"Technologies and related data involving rare earth mining, smelting and separation, metal smelting, magnetic material manufacturing and rare earth secondary resource recycling, as well as the assembly, maintenance and upgrading of related production lines, cannot be exported without official permission," the Commerce Ministry said.

The export controls are also extra-territorial: foreign entities must obtain Chinese export licenses before re-exporting products manufactured abroad if they contain Chinese rare earth materials comprising 0.1% or more of the product's value.

So China is effectively mirroring the US semiconductor export controls that were used against them, with its own comprehensive extraterritorial control regime, except with rare earths.

Only towards the bottom of the original [Wall Street Journal] article did the Journal writers explain that the new Chinese restrictions were in direct retaliation for similarly sweeping American export restrictions against Chinese technology companies imposed a dozen days earlier but given much less attention in our mainstream media outlets.

This merely continued the pattern of the last few years, with American economic sanctions suddenly imposed against China followed by waves of national outrage after the latter country responded with retaliatory measures.

For example, the Journal mentioned:

Vice Premier He Lifeng believed an informal “freeze” on new export controls had been agreed upon following recent talks in Madrid, according to people familiar with the discussions. But that understanding was shattered when the U.S. introduced new controls on foreign-owned companies.

According to the Journal, Chinese President Xi Jinping had grown weary of this endless game, and decided to hit back extremely hard, as indicated by the severity of the new retaliatory sanctions.
